Jerry Hand's neighbor bought a house on Shelton Drive expecting weekend lake trips with the kids. Instead, the family lives in Florida and the house has become a revolving door of renters. Hand started calling the Putnam County Sheriff's Office. So did enough other neighbors that Sheriff Howard Sills told a local TV crew he'd fielded nine complaints about the property, with the county's Airbnb and Vrbo boom finally testing the limits of its own rulebook. His warning to noncompliant renters was blunt: park in someone's yard and disturb the peace, and you'll get "a different kind of Airbnb here at Sheriff Sills' jail."

That story ran in the summer of 2024, and it's a useful reminder before you shop Lake Sinclair as a rental property: the water doesn't care what county you're in, but the sheriff does.

One Lake, Two Governments, and a Line You Can't See From the Dock

Lake Sinclair spans three counties. Most of its surface acreage sits in Putnam County, while Milledgeville, sitting in Baldwin County, is the largest city on the lake's shoreline. If you're comparing two waterfront listings at similar prices, one might sit a few coves apart from the other and still fall under an entirely different local government for the purpose of renting it out.

Here's what stays the same no matter which side of the line you buy on: the dock. Georgia Power owns and manages the lake bed and requires a permit for any dock, seawall, or shoreline structure regardless of county, with a size cap around 1,000 square feet and a typical four to six week approval window. That part of Lake Sinclair ownership is genuinely uniform.

What isn't uniform is whether you can legally rent the house out by the week, and how much paperwork that takes. Putnam County and Baldwin County each wrote their own short-term rental ordinances, on their own timelines, with their own enforcement personalities. If you're buying with rental income in the pro forma, that difference belongs in your due diligence checklist right next to the dock permit.

Putnam still publishes its current roster of licensed short-term rental properties, which tells you two things if you're shopping there. First, the county is actively tracking who's operating legally. Second, if a listing agent can't produce a valid, transferable short-term rental certificate for a property you're buying as an income property, that's a gap worth closing before closing.

What Baldwin County Actually Requires

Milledgeville and the rest of Baldwin County operate under a newer framework, adopted in 2021 under Section 16-75 of the county's Land Development Code. County commissioners later voted unanimously to tighten the certificate's shelf life: rental certificates now expire every December 31 with no automatic renewal, meaning an owner has to reapply annually rather than assume last year's paperwork still counts. Hosts also owe monthly hotel-motel tax remittance, due by the 20th of the following month, with a 1% penalty per month for late filing.

The tone of Baldwin's ordinance leans on compliance infrastructure rather than crisis response. It requires an owner or designated agent to appear at the property within 24 hours of a violation notice, and it builds in language obligating occupants to respect neighbors' quiet enjoyment. It reads like a county trying to get ahead of the Shelton Drive problem before it needs a sheriff's intervention of its own.

What the Difference Costs You in Real Numbers

Here's where the county line stops being a paperwork detail and starts affecting your return. As of April 2026, Milledgeville's active Airbnb supply sat around 50 listings, up 133% year over year, a sign that investor interest in the broader lake and college-town market is accelerating fast. Average annual revenue across that dataset ran around $31,368 against home values averaging roughly $470,344, with occupancy near 23%, below the Georgia state average of about 32%. A separate market estimate for the same area put median annual host revenue closer to $27,212 with occupancy nearer 49%, a wide enough gap between the two estimates that you should treat both as directional rather than precise and run your own comps on the specific property before you underwrite a number.

What both datasets agree on is the seasonal shape of the money. July and October are the strongest months, each generating roughly $3,400 in average monthly revenue, driven by summer lake tourism and fall heritage and campus events tied to Georgia College. February is the trough, dipping to around $1,373 in average revenue, a swing of roughly two and a half times between the best and worst months.

None of that revenue estimate accounts for the renewal friction sitting underneath it. A Baldwin County property that lapses its certificate on December 31 and misses the reapplication window loses rental income during exactly the season, early winter into spring, when a Putnam County host with an active multi-year license keeps operating without interruption. That's not a rounding error. That's a compliance calendar you need to build into your cash flow model before you close.

Before You Write the Offer

If a rental income projection is part of why you're looking at a specific Lake Sinclair listing, walk through this sequence before you go under contract:

  1. Confirm which county the parcel actually sits in. Lake Sinclair addresses can look interchangeable on a listing sheet even when the tax parcel crosses into a different jurisdiction.
  2. Ask the seller or listing agent for the current short-term rental certificate, not last year's copy. In Baldwin County specifically, confirm it hasn't lapsed under the annual December 31 expiration.
  3. Check whether the property carries an HOA or POA on top of the county rules. Some Lake Sinclair neighborhoods layer additional rental restrictions that are stricter than either county's baseline ordinance.
  4. Separately confirm the dock's Georgia Power permit status. It's a different approval process from the rental certificate, and a seller can have one in order without the other.
  5. Build your first-year cash flow around the low season, not the peak months, and treat any published occupancy or revenue figure as a starting point for your own diligence rather than a guarantee.
